Recurring challenge: women as victims or agents of change?

At the 7th International conference on CBA, held in Dhaka in April 2013, discussants of the session on Inclusive Approaches highlighted a recurring issue: how do we make sure we do not portray women as victims, but show where their strengths lie, and at the same time we are clear in naming and confronting structural constraints that limit women's capactities?

Similarly, if we acknowledge that women posses knowledge and skills relevant to adaptation, how can we make sure we are not reinforcing gender roles and gender inequalities. For example, we need to make sure that women, who often play a prominent role in agricultural production, not only grow drought resistant varieties, but we should ensuring that women have legal tenure or access to markets.
