This is an issue currently discussed around the Gender Decision taken at Doha and it emerges in many contexts: we often claim we have a gender approach or want to address gender inequality. But often we ned up talking about women. How can we get around that - especially important when working with governments or NGOs who might not be aware of gender issues in general and gender in climate change.
