LCD strategies need to involve changes of physical structures and the organisation of both rural and urban settlements. LCD in an urban context involves forms and settlements that accommodate low-carbon energy and transport services and life-styles and addresses questions of social justice and equity. LCD in rural settings has to address rural structures that contribute to carbon intensive activities, such as the provision of goods and services as well as processes of urbanisation. LCD is not only about shutting down or refurbishing large power stations, but rather about decentralised renewable energy supply, energy services using efficient technologies, the interaction between supply and demand, and improved low carbon transport infrastructure.
